AHRC seeks report from Karimganj DC, SP

GUWAHATI, Aug 17 – The Assam Human Rights Commission (AHRC) has called for a report from the Deputy Commissioner and the Superintendent of Police, Karimganj district, over the “systematic rape of tribal women and assault on tribal village chiefs, particularly of the Khasi-Jaintia tribe of Maniknagar Tea Estate, and the inaction of the district administration over the matter in spite of repeated complaints by the victims.”

The Barak Valley Khasi-Jaintia Welfare Association, in a petition to the AHRC, alleged that miscreants belonging to a particular community, had been “systematically” perpetrating rape on tribal women with a view to create panic among the Khasi-Jaintia populace at Maniknagar TE. More shocking is the fact that the police and the civil administration have turned a deaf ear to the repeated complaints made by the victims, it said. Not only rape, there have been a lot of incidents involving assault on the tribal village headmen as well. “The police inaction has led to a fear psychosis among the tribals, especially the women,” the association said and prayed for a thorough inquiry from the AHRC into the matter so that justice is not denied to the victims.

The association also furnished a list of six victims and called for adequate compensation to them. The Commission has fixed September 27 for submission of reports from the DC and the SP, Karimganj.

Meanwhile, the AHRC has issued notices to the DC and the SP of Dhubri district over the police firing at Bogoribari on August 6 in which a couple, Satish Raheja and Rubi Raheja were killed. The AHRC action comes following a complaint by the city-based Lawyers’ Consortium. The incident, taking place on the NH-31 while the couple was travelling in a stolen Scorpio, also drew wide media publicity.
